The picture changed radically over the past year: one messenger is under restrictions, another became mandatory for dealing with the state, the third works but does not forgive mass outreach. We go through each and build the process on what actually delivers messages.

Telegram — what is the status?
It works, with a caveat: voice calls have been restricted since August 2025, and mass messaging to unknown contacts from a personal account leads to a ban — the platform detects spam behaviour. So we use a bot, a channel and a mini-app rather than manual outreach from a salesperson's account.
MAX — is it worth investing in?
Government services authorisation, digital ID and payments already run through MAX. From 1 September 2026 an integration with the state housing system takes effect: management companies and homeowner associations move to official communication with residents through the messenger, and the ministry recommended civil servants switch by 1 January 2026. If you work with the state, utilities or public-sector clients, this is no longer a choice.
WhatsApp — can we still plan around it?
No. In February 2026 the regulator removed whatsapp.com and web.whatsapp.com from the register. The messenger is mostly reachable via VPN, the app is unstable, the web version does not open, messages arrive tens of seconds late and voice calls fail in most attempts. There has been no official statement lifting the restrictions.
Is mass messaging legal?
To your own base with consent, yes. Blanket outreach to unknown contacts from a personal account ends with the platform banning the account, and there the law is not even the issue. We only build campaigns to a base that has consented.
